中国保健协会中国社会科学院联合发布《中国保健食品产业发展蓝皮书》

        201215日,中国保健协会在北京召开“2011年中国保健食品产业大会”,同期发布《中国保健食品产业发展蓝皮书》。该报告是第一部全面反映中国保健食品产业发展状况的报告,详细介绍了中国保健食品产业发展状况,指出保健食品产业正在开始由“发展中规范”向“规范中发展”,并对保健食品产业的结构调整和“十二五”期间的发展提出了意见和建议。《中国保健食品产业发展蓝皮书》由中国保健协会与中国社会科学院食品药品产业发展与监管研究中心共同完成,报告的调研与编写历时一年,期间得到政府相关部门、有关机构和企业界的帮助和支持。
蓝皮书详细介绍了我国保健食品产业发展状况,从产业组织、科技进步、法制建设、监管构建、产品与市场、安全保证、消费者认知与评价等多方面、多角度反映报告期内我国保健食品产业发展的全貌;客观分析我国保健食品产业发展中的障碍和存在的问题;探讨我国保健食品产业健康发展的路径与方法。
       中国保健协会保健咨询服务工作委员会参与并具体承担了蓝皮书的编辑整理工作。根据委员会介绍,蓝皮书首次详细分析了我国保健食品产业以及代表企业的发展规律,为提振消费者信心,促进我国保健食品产业健康发展提供了全面详实的基础。
蓝皮书指出,2010年,我国保健食品的产业规模超过2600亿元,虽然在整个食品产业5万多亿产值中保健食品所占的份额不大,但近几年呈现出稳步增长和良好的发展态势。同时,我国也已成为世界保健(功能)食品产业中重要的原料供应和受委托制剂加工的国家。
       根据蓝皮书介绍,根据目前保健食品市场总体情况,名牌保健食品的市场占有率在稳步上升。国内市场中,大约20%的品牌占据了近一半的市场份额。
       同时,蓝皮书中还介绍了科学技术发展与保健食品产业发展的关系。目前,科技发展逐渐成为中国保健食品产业重要的核心竞争力。根据数据显示,保健食品的知识产权数量已经由1997年以前的887项发展到2011年的4408项,增加了496.96%。当前,根据我国保健食品产业发展的现状,适时建立“管产学研资”科技研发服务平台,可以迅速整合我国保健食品行业中独立分散的企业与产品管理经验、生产技术、科技研发成果、商业信息等重要行业资源,从而将这些资源集中在一个安全、科学有效的平台上,保护了企业的科研成果与经济利益同时又最大限度地促进了行业内的技术交流、产品合作与资源整合,为中国保健食品行业的健康快速发展起重要的推动作用。

    China Health Care Association held in Beijing the Chinese Health Food Industry Conference 2011 on January.5th, 2012 and issued Chinese Health Food Industry Development Report in the meantime. It is the first report to fully reflect the development status of China’s health food industry, which presented in detail the development situation of China’s health food industry, pointed out that the health food industry has began its transformation from “regulating in development” to “developing in regulation”, and put forward opinions and suggestions on health food industry structure adjustment and development during the twelfth five-year plan period.
    Chinese Health Food Industry Development Report is jointly completed by China Health Care Association and the Research Center for Development & Regulation of Food and Drug Industry, Chinese Academy of Social Sciences (RCDRFDI-CASS). The survey and compiling work lasted for a year and got support from relevant government authorities, institutions and enterprises.  
    Describing in detail the development status of China’s health food industry, the report provided a panorama of industrial development during the reported period from various angles and aspects, such as industrial organization, technical progress, legal construction, regulatory framework, products and market, security guarantee, consumer perception and evaluation, etc; objectively analyzed the obstacle and existing problems in the development of China’s health food industry; and discussed the ways and approaches for a sound development of the industry.
    Health Care Consultation Committee of China Health Care Association participated in and undertook the editing of the report. According to the committee, the report for the first time made a close analysis on the law of development of China’s health food industry and its representative enterprises, which formed a comprehensive foundation for the healthy development of the industry.
    The report pointed out that in 2010, China’s health food industrial scale has exceeded 260 billion Yuan. Although health food did not occupy a large share in the over 5,000 billion Yuan output value of the entire food industry, it has presented a steady growth and a good momentum of development in recent years. Meanwhile, China has become an important country of raw material supply and consigned formulation processing in the world health care (function) food industry.
According to the report, based on the overall condition of the current health food market, the market share of the famous-brand health food is increasing steadily. About 20% brands occupied nearly half of the shares in the domestic health food market.
    The report also introduced the relationship between scientific and technological development and the development of health food industry. At present, scientific and technological development has gradually become the core competitiveness of China’s health food industry. According to statistics, the number of health food intellectual property has increased from 887 in 1997 to 4408 in 2011, a rise of 496.96%. For now, in accordance with the status quo of China’s health food industry development, a technology R & D service platform based on Government - Industry- University- Academy- Investment cooperation should be established to connect those separate and independent enterprises timely and integrate their product management experience, manufacturing technology, R & D achievements, business information, etc., so as to centralize these significant industry resources on a safe, scientific and effective platform, protect the scientific achievements and economic interests of the enterprises while facilitating to the largest extent the technical exchange, product cooperation and resources integration in the industry, and play an important role in the promotion of a sound and rapid development of China’s health food industry.
